I would like to respond to your survey on charging for single-use plastic bags. I have lived in both the Orient and in Europe, where you are expected to bring your own bag to every store, and you are charged a penny or two for every plastic bag needed for your purchase. It took a little while to get used to, but now that I live in Cheyenne, I continue to bring my own bags to the store. It makes sense.
While I am not a diehard tree-hugger or even a firm believer in climate change, I do believe I have a responsibility to protect our environment. I've been traveling around the world since I was a child, and when revisiting places I have lived, I have seen firsthand the destruction caused by both chemical pollution from the production of plastic and physical pollution from plastic trash. Dying fish and birds tangled in plastic are not pretty sights.
